   To ignore someone deliberately — to leave a message unanswered, to look past them in the street. What English has lately started calling ghosting, with a much longer history.

   Also of things: to skip or blow off. 'Piché la clase' — I skipped the lesson.

Where it comes from

From baseball: pichar is to pitch, and the batter who lets the ball go by is the image behind the slang sense. Baseball has supplied a whole layer of Dominican vocabulary this way, which is unsurprising in the country that sends more players to the major leagues than any other outside the United States.
